The Department of Hawaiian Home Lands (DHHL) is seeking input for our 2011 Native Hawaiian Housing Plan.  As a leader for your community, we urge you to get involved and learn more about the Native American Housing Assistance and Self Determination Act (NAHASDA) and the Native Hawaiian Housing Block Grant (NHHBG).  Your community may be eligible for NHHBG funds for housing or housing related needs in your community.  Your input is vital to the planning process and is highly encouraged.

NHHBG funds must be used to benefit low-income Native Hawaiian families that reside on, or are eligible to reside on, Hawaiian Home Lands and whose total household income is at or below 80% of the area median.  Each year, a portion of the Native Hawaiian Housing Block Grant (NHHBG) funds are set aside for programs designed and implemented through the NAHASDA Community Grant Program.  The following are examples of the types of NAHASDA Community Grant programs implemented to date: Financial, Homeownership and Self Help Home Repair Classes; Home Repair or Rehabilitation Programs; Down Payment Assistance or Individual Development Accounts (IDAs) to assist with home purchase; Community Center Security Enhancements; Self Help Housing; and Low Interest Rate Loans.

The annual Native Hawaiian Housing Plan (NHHP) covers the following areas:

1.            Goals and Objectives – specific to the implementation of the NHHP with the NHHBG funds;

2.            Statement of Needs – outlines the housing needs of the low-income native Hawaiian families served by DHHL;

3.            Financial Resources – outlines the NHHBG budget; and

4.            Affordable Housing Resources – a description of Hawaii housing market.

Each year we send the NHHP to community leaders like yourself.  If you did not receive it, you can access it on-line at <> .  A copy of the 2010 NHHP Goals and Objectives are attached for your review.  We would appreciate your mana`o (thoughts) on developing the Goals and Objectives for our 2011 NHHP.  We have also attached a complete list of eligible activities, the 2010 Area Median Income Levels by county, and a survey for your completion.  Please complete and return the survey (hard or soft copy ok) and/or send your comments to <>  by June 1, 2011.
