In 1984, the U.S. Congress enacted the Carl D. Perkins Vocational Education and Applied Technology Education Act authorizing the creation of vocational education programs to improve the employment status of Native Hawaiians. Through Title 1-Section 116 (h) of the Carl D. Perkins Vocational and Technical Education Act, the U.S. Department of Education, Office of Vocational and Adult Education-National Programs Division awards the set-aside funds annually to ALU LIKE, Inc., through a non-competitive grant process.

As the sole eligible recipient in the State of Hawaii, the ALU LIKE, Inc., Native Hawaiian Career and Technical Education Program, established in 1986, is 100% funded to develop and establish programs that prepare Native Hawaiians to be a competitive force in the workplace through completion of rigorous and culturally appropriate career and technical education programs.

NHCTEP provides technical assistance and seed money to eligible service providers for the systemic improvement and reform of career and technology education and training for Native Hawaiians.
